WELCOME

In 2010 we took an opportunity to herald a new age of leadership to Charles County. More than ever we need leaders who will bring results. That's what my entire life has been about.

As an orphan in the Midwest, I went to numerous foster homes. Like too many kids I was surrounded by drugs, crime, and poverty. But, this troubled upbringing taught me the need to not only help the less fortunate but also affect systemic changes so that the less fortunate can help themselves.

In the Army, we were taught to "Be The Example". As the first Black State Representative from Charles County, I have worked to set the example for my constituents through public service. Through my military service; I found a new family, a calling to public service, and a home in Charles County.

As your delegate, I have worked to reduce crime, secure funding for transportation infrastructure, and improve public education. As Chairman of the House Economic Matters Committee, I sought to craft common sense economic policy that works for all Marylanders. To get involved in our movement click here.

MEET C.T.

I was born and raised in the Midwest. But growing up was rough. As a kid, I moved in and out of foster homes and orphanages. In my early teen years, I was finally placed in a home. Childhood was difficult, but it taught me that from obstacle comes opportunity.

 

So, at the age of 18, I decided to become part of another family. To escape poverty I joined the United States military as an enlisted combat soldier. It was the military that taught me the true value of justice, discipline, and hard work. It was my honor to serve our country in the Persian Gulf and Bosnia Herzegovina in both combat and medical units. During my enlistment, I attended many training academies to learn skills that empowered me as a non-commissioned officer. But, after 7 years I was forced to stop military service for medical reasons. After being honorably discharged I was once again at a crossroads.

 

Fortunately, through the G.I. Bill, I was able to enter Upper Iowa University where I graduated with a 4.0-grade point average and cum laude distinction, attaining my Bachelor's degree in Psychology. From there, I continued to utilize the G.I. Bill and received a merit scholarship to attend Howard University School of Law. But I struggled to pay the bills so I worked at nights and on weekends as a security guard, a library assistant and a legal assistant. This hard work allowed me to see even more opportunity for the days ahead. I turned as much time as I could to others. While getting my degree I started providing legal counsel to the poor and indigent.

After graduation, I was sworn into the Maryland Bar and began practicing as a defense attorney. But it just did not feel right for me. We have hundreds of lawyers in the area and I wanted more. Fortunately, I heard about a job opening in the Prince George’s County State’s Attorney’s Office. It was here that I was able to put my full life experience to work for the betterment of the community.

In late 2004, Prince George’s County was in the process of forming a “Community Prosecution” unit. Little did I know that this would start as a one-person show. As the first community prosecutor in Prince George’s County, I started attending local neighborhood watch meetings, going to schools and churches, riding along with street cops and working with other prosecutors to gain a better understanding of local crime. You can’t just arrest or convict your way out of crime. Like anything in life, to be successful, it requires a team. Teamwork with the community, the prosecutors, and the police led to the closing of drug houses, illegal slot parlors, and strip clubs. And when I kept going back to the community I saw hope. After 7 years, there is a full Community Prosecution Unit in the State’s Attorney’s Office with a staff of prosecutors that work with the community. It was my honor to serve as the Division Chief. In 2012, I ventured out on my own and started my own law practice.

But the best part of my life is my wife and 3 daughters. My background and my family have inspired me to become heavily involved with kids that don’t have a family. I sit on several boards that are dedicated to helping foster children that have no dependable family to speak for them. My experience tells me that every child is worth saving, but they need love, discipline, and structure. Just because they don’t have a family they don’t have to get trapped in a life of crime and poverty. They can turn their obstacles into opportunity.

ISSUES

Education

While politicians use children as a political tool to further their own agendas, I have taken action. I pushed for and passed the Blueprint for Maryland's Future, which will increase funding for school construction, teacher salaries, and numerous other improvements to public K-12 education. As your Delegate, instead of attempting to score political points, I have put our children at the center of our policy making decisions. When our kids do well, Charles County does well. I will continue to put our children over politics in Annapolis as I've done for the last 12 years.

Transportation Infrastructure

Charles County has one of the greatest and most diverse stories in all of Maryland. It's natural beauty, storied history, and vast potential for growth make Charles County a great place to live. The potential for Charles County is one of the main reasons that I chose to make it my home after law school. The proximity to D.C., the I-95 corridor, and Naval Support Facility Indian Head makes Charles County a potential site for the next big tech corridor. With a few improvements to US-301 and MD-210, Charles County would be less than a half hour away from D.C., and we have already begun the work to ease the transportation issues in our County. I worked to secure funding for two overpasses on MD-210 with three more on the way. I pushed for alterations to stoplight timing on US-301 to reduce rush hour back-ups. If you choose me to serve another term as your Delegate, I will fight for infrastructure improvements that will make Charles County the best place to live and work in Maryland.

Working with Our Youth

No matter how far I have come, I think back to my childhood.  As a prosecutor, I see kids like me processed by the criminal justice system each and every day. We have to find ways to reach these kids so that they travel down the right road. For the last few years, I have been traveling throughout the area, speaking with kids in the foster system. I want these kids to know that they are not alone. If I could make it out, they can too. When I get to Annapolis, I am determined to be an advocate for these kids so no one ever has to go through what I went through.

Taking Criminals Off Our Streets

As head of the Community Prosecution Unit in Prince George's County, I worked with the police, community members, churches, local businesses and others to reduce crime.  Using our shared resources, we identified crime problems in some of the areas toughest neighborhoods.  This team then worked proactively to reduce crime by prosecuting the worst offenders, shutting down drug houses and finding ways to make the area safer.  Sometimes this involved increased police patrols or putting up a fence to keep out criminals.

Serving Our Country

At the age of 18, I joined the United States Army.  The Army allowed me to escape the horrible conditions of my childhood.  I learned valuable things in the military.  Because, in the army you wake up, you eat, you talk, you sleep, and you die together.  The Army also taught me the meaning of community because in the army we are one team.  This is the leadership style I have brought with me to Annapolis.  Charles County deserves a strong voice in Annapolis advocating for all of her residents.
